The filter uses copper and zinc as catalysts that oxidize the chlorine without consuming the filter. The remaining chlorine has low concentrations similar to those found in nature, and the filter will easily process 20,000 gallons of water or more. This filtered water is harmless to many of the lifeforms in your soil.
Garden insects are particularly sensitive to chlorine. If you are using integrated pest management techniques and trying to eliminate chemicals, it's doubly important to remove chlorine from the water.
